Is there any recourse for a FHA inspection that was a sham? The inspector did not turn up The Asbestos in home

I purchased a home in 1996 under FHA. Since the purchase of the home, I have found windows that don’t open, rooms with one or no electrical outlets and other things which should have been caught by the FHA inspector. Most recently (two months ago), I found out that there is asbestos in the basement. Is it too late to do anything and where do I start if it is not too late?
